Poliwag

Poliwag is card 59 in the Base set (1999), a common Pokémon card with the Water type, so it has a blue card frame. In Tall Grass Club you'll find it about 1 in 6 packs when you open free Base packs.

Commons turn up in every pack, so this is an easy one to collect.
