In the Tall Grass Club catching game, Jirachi lives in the Cave, which opens after you've caught 5 Pokémon. Wild Jirachi start turning up once your partner is around level 45. Mythical Pokémon only appear once you've caught 250 Pokémon, and only rarely. Tap Track on this page and it will turn up more often.
Jirachi isn't found in the wild in the main games listed in PokeAPI. It's usually a gift, an event or a special encounter.
Jirachi is weak to Ground, Ghost, Fire and Dark moves, so Pokémon of those types are your best bet.
