In the Tall Grass Club catching game, Ninetales lives in the Volcano, which opens after you've caught 10 Pokémon. Wild Ninetales start turning up once your partner is around level 19. Tap Track on this page and it will turn up more often. You can also get it by evolving Vulpix with a Fire Stone.
Ninetales is weak to Ground, Rock and Water moves, so Pokémon of those types are your best bet.
