In the Tall Grass Club catching game, Chi-Yu lives in the Night area, which opens after you've caught 45 Pokémon. Wild Chi-Yu start turning up once your partner is around level 45. Legendary Pokémon only appear once you've caught 100 Pokémon, and only rarely. It's easier to find at night. Tap Track on this page and it will turn up more often.
Chi-Yu is weak to Fighting, Ground, Rock and Water moves, so Pokémon of those types are your best bet.
